A simple and potentially useful program landed on my desk recently. MP3 Clipper and Joiner describes the software well enough, but left a couple of people in the exotically brilliant yet unfailingly calming Database suites a little puzzled about why they would want it.

The program has several uses. Most obviously (I thought), it would allow you to take out brief song excerpts to use as ringtones. I also pulled out sound bites from songs and interviews to use on my alarm program.

Because the program “clips” bits of MP3 files and stores them, you can use it as an editor, and string together two, several or many sounds or even tiny samples to create a truly unique ringtone, web site opening or just a remix.

To start work, just pick the first MP3 file you want to excerpt and load it by clicking “Open” on the simple program interface. When it plays you can choose where to start and end your clip, adjusting it with a slider. When you have clipped the file, save it.

After you have two (or more) clips, switch tabs to Join MP3 and follow the extremely simple prompts. You can only work laterally, on any two clips at once, but that seems to pose no real problems.

Under Vista you must run this program as an administrator. To do that, you can generally just right click it in Explorer and choose this elevated authorisation.
