HA NOI — The eighth plenary meeting of the Communist Party of Viet Nam Central Committee (CPVCC) ended on Saturday.
During three days of meeting, the CPVCC discussed the country’s socio-economic performance of the 2008 and the draft 2009 plans including State budgets.
In its communique released on Saturday, the CPVCC stated that the country had been implementing its 2008 socio-economic plan amid complicated economic developments domestically and globally.
The country initially made important achievements including the taming of inflation, macro-economic stability and good economic growth.
Due attention has been given to social welfare, education-training, health care, culture, information and environmental protection, the CPVCC said.
Administrative reform, the fight against corruption and wastefulness and thrift have made headway, while foreign relations have been strengthened and international economic co-operation boosted.
As a result, political and social stability have been maintained, security and defence sustained and social order secured, the CPVCC said.
The CPVCC added that the Party and the State had gained valuable experience of leading and managing a socialist-oriented market economy in the course of international integration.
Based on its forecast and analysis of the national and global situation and the country’s 2006-2010 socio-economic development tasks, the CPVCC set out some general goals for 2009, with top priority continuing to be controlling inflation to achieve one-digit inflation by 2010, thus gradually stabilising the macro-economy. Social welfare should be further improved and the growth rate kept at an appropriate and sustainable level.
Additionally, the CPVCC also called for greater international co-operation and economic integration, political stability, and stronger defence, security and social order in order to accomplish the 2006-2010 socio-economic development plan targets formulated at the 10th CPV Congress. In his speech at the close of the session, Party General Secretary Nong Duc Manh said strong leadership was needed during the implementation of monetary, credit and fiscal policies to contain inflation and stabilise the macro-economy.
Any difficulties and hindrances should be removed promptly to promote investment and production and raise the quality and efficiency of the economy so it can maintain an appropriate growth rate.
The Party leader stressed that exports needed to be boosted while imports should be controlled to narrow the trade deficit, while the 7th CPVCC resolution on agriculture, farmers and rural development needed to be carried out. In addition, social welfare policies to eliminate hunger and reduce poverty needed to be boosted.
He said greater State investment was needed to improve healthcare services, education and scientific and technological research and environmental protection.
In addition, the nation needed to boost foreign co-operation and international economic integration, the Party leader said.
“It is particularly important to better the quality and efficiency of education and communication to gain consensus among the Party, the people, the army and all sectors and branches to seize opportunities and overcome challenges to fulfil the set tasks,” Manh said.
The comunique is the third Party’s resolution on social economic directions so far this year. This is followed by the CPV’s Political Bureau Conclusion 22 and Conclusion 25, which served as the basis for the Government to outline eight groups of solutions to control inflation, stabilise the macro-economy and boost social welfare and achieve sustainable development.
The National Assembly revised down this year’s GDP growth target from 8.5 per cent to 7 per cent as the country strives to rein in inflation in the remaining months of the year.
The Party, the National Assembly and the Government, together with the business community and the public have made great progress socially and economically despite numerous difficulties and challenges, the CPVCC said. — VNS
